Cependant, d&rsquo;un point de vue strictement immobilier, cette nouvelle r\u00e9glementation soul\u00e8ve des doutes importants quant \u00e0 son efficacit\u00e9 r\u00e9elle et, surtout, quant aux cons\u00e9quences qu&rsquo;elle pourrait avoir sur l&rsquo;offre disponible. <\/p>\n\n<p>L&rsquo;un des principaux objectifs de la loi est d&rsquo;\u00e9viter que la location saisonni\u00e8re ne soit utilis\u00e9e comme moyen de contourner les plafonds de prix \u00e9tablis dans les zones tendues. Cependant, <strong>assimiler ce type de contrats \u00e0 la location habituelle, sans distinguer correctement leurs fonctions et leurs profils de demande, peut finir par g\u00e9n\u00e9rer l&rsquo;effet inverse \u00e0 celui souhait\u00e9 :<\/strong> un retrait progressif de logements du march\u00e9 locatif. <\/p>\n\n<p>De nombreux propri\u00e9taires qui optaient jusqu&rsquo;\u00e0 pr\u00e9sent pour la location saisonni\u00e8re \u2014 destin\u00e9e aux professionnels en d\u00e9placement, aux \u00e9tudiants internationaux ou aux familles en situations transitoires \u2014 peuvent percevoir cette r\u00e9glementation comme une perte de flexibilit\u00e9 et de s\u00e9curit\u00e9 juridique. Dans ce contexte, <strong>la d\u00e9cision de ne pas louer, de vendre le bien immobilier ou de le destiner \u00e0 d&rsquo;autres usages est de plus en plus fr\u00e9quente, r\u00e9duisant encore davantage une offre d\u00e9j\u00e0 clairement insuffisante.<\/strong> <\/p>\n\n<p>En ce qui concerne la location de chambres, la limitation du prix total du logement peut rendre difficiles les mod\u00e8les qui, bien g\u00e9r\u00e9s, avaient contribu\u00e9 \u00e0 \u00e9largir les options r\u00e9sidentielles dans les environnements urbains o\u00f9 la demande est tr\u00e8s \u00e9lev\u00e9e. <strong>La r\u00e9glementation des prix, sans mesures incitant \u00e0 l&rsquo;incorporation de nouveaux logements sur le march\u00e9, tend \u00e0 agir uniquement sur les effets, mais pas sur les causes du probl\u00e8me.<\/strong><\/p>\n\n<p>Le d\u00e9fi de l&rsquo;acc\u00e8s au logement est profond et structurel. Il n\u00e9cessite des politiques \u00e0 moyen et long terme orient\u00e9es vers <strong>l&rsquo;augmentation de l&rsquo;offre<\/strong>, la facilitation de la promotion de logements &#8211; \u00e9galement locatifs -, la r\u00e9duction des obstacles administratifs et la cr\u00e9ation de confiance tant chez les propri\u00e9taires que chez les investisseurs.
